Up a back staircase above Anvil Bar & Refuge sits a 50-person room lit mostly by table lamps, centered on a replica of the neon sign from Havana's famous Floridita bar. It's the space that succeeded the old hidden Tongue-Cut Sparrow above the same building, run by the same Bobby Heugel team with brass ice buckets and glassware imported from four countries.
The story
If you know Montrose, you know Anvil. But if you slip past the ground-floor bar crowd and find the back staircase, you leave the noise on Westheimer behind and climb up into Refuge. This space used to house Tongue-Cut Sparrow, Bobby Heugel’s Japanese-style cocktail sanctuary. Heugel and Tommy Ho eventually closed that chapter and reworked the room into Refuge, keeping the footprint tight and capped at roughly 50 seats.
The visual anchor of the room is a glowing replica of the neon sign from Havana's legendary El Floridita. Beneath it, the space relies on individual table lamps to illuminate a meticulous drink service that uses brass ice buckets and specialized glassware imported from four different countries. It is designed to feel like a private hideout directly above one of the city's busiest drink rails.

Walk through Anvil's front doors, head straight for the back staircase, and make your way upstairs. The volume drops instantly. The room is tiny—just around 50 seats—so you'll want to book ahead on Resy if you hate waiting, though walk-ins can regularly snag a spot on weeknights. Expect low table-lamp lighting, precise ice work, and zero urge to hurry back down to the street.
