Rockman Sculptures at Federal Courthouse Plaza

The story
In 1997, the General Services Administration commissioned sculptor Tom Otterness to install art outside the U.S. District Courthouse at 300 South 4th Street. Rather than placing a towering monolith on flat concrete, the design transformed the plaza into a surreal rolling landscape: steep, teardrop-shaped grassy mounds designed to mimic glacial drumlins, planted with native Jack pines (*Pinus banksiana*).
The real draw, however, is the tiny bronze populace scattered across these artificial hills. Known collectively as *Rockman*, Otterness's round, cartoony bronze figures inhabit the plaza like mischievous subterranean workers. Look closely among the grass and rocks and you'll find them busy with strange civic duties—one is pushing a miniature lawnmower up a steep slope, another rides atop a bronze turtle, and others haul heavy stones across the plaza right under the nose of federal authority.
What it's like
Visiting the plaza at 300 S 4th Street feels like wandering through a silent, satirical comic strip tucked into Downtown Minneapolis. The steep grass mounds mute street noise and give you cover to hunt down the bronzes, though you should remember it's an active federal building—you can explore the public grounds freely, but keep your eyes open for courthouse guards. Plan to spend about twenty minutes weaving through the Jack pines and peering around the base of the mounds; the sculptures are small, and spotting every tiny figure takes a careful eye.
